What type of metal should I use to build a Sand Rail/Off Road Buggy frame?

You don't need chromoly tubing. You should stick with mild steel. I'd probably use 1 1/2" diameter tubing with at least .090" thick wall. You can go thicker if you want, but over .125" (1/8") is just overkill as long as your welds are good.
